"Every time Facebook changes the rules, it makes it harder for new developers because investors who back those projects want to see predictability," said Keith Rabois, vice president of strategy and business development at San Francisco's Slide, developer of the Top Friends application, which was shut down for several days this month after Facebook discovered a security flaw. "It's like investing in a foreign country where investors want to see a stable political regime."
